Classification of Certain Scientists of the Commonwealth of Independent States of the Former Soviet Union and the Baltic States as Employment-Based Immigrants

Official abstract

This rule amends the Immigration and Naturalization Service (``the Service'') regulations by revising the procedures which establish eligibility of certain scientists and engineers from the former Soviet Union for permanent residence under the Soviet Scientists Immigration Act of 1992. This rule is necessary to clearly identify those scientists who qualify under that law for permanent resident status, thereby preventing their migration into the employ of hostile governments seeking to develop weapons that can threaten the world's security.
