This rule proposes to amend the Immigration and Naturalization Service regulations on employment-based immigrant petitions. The promulgation of this proposed rule is necessary to clarify and revise a number of issues concerning employment-based immigrant petitions which have arisen since the enactment of the Immigration Act of 1990. This proposed rule will provide more guidance to the public in filing employment-based immigrant petitions.
