This final rule adopts, with some changes, a notice of proposed rulemaking published in the Federal Register on November 19, 2009, which proposed establishing an international trusted traveler program called Global Entry. This voluntary program allows U.S. Customs and Border Protection (CBP) to expedite clearance of pre-approved, low- risk air travelers arriving in the United States. This final rule establishes Global Entry as an ongoing voluntary regulatory program.
