This interim rule amends the Immigration and Naturalization Service's (Service) regulations by establishing the procedure under which the International Broadcasting Bureau of the United States Broadcasting Board of Governors (BBG), or a BBG grantee organization, may file special fourth preference immigrant petitions for foreign language alien broadcasters. This rule explains the requirements that alien broadcasters must meet in order to be the beneficiary of an immigrant visa petition. This regulatory change is necessary so that the BBG can fulfill its statutory obligation to broadcast internationally on behalf of the United States Government.
