This rule amends current requirements governing refugee cash assistance and refugee medical assistance and provides States the option to establish the refugee cash assistance program as a public/ private partnership between States and local resettlement agencies or to continue the refugee cash assistance program as a publicly- administered program. A proposed rule was published in the Federal Register on January 8, 1999 (64 FR 1159). Some changes have been made and clarifications provided in this final regulation after consideration of the written comments received.
